At the conference “Associated Citizens” , in Belgrade , on February 16, 2003 , the Federation of NGOs of Serbia – FENS – was founded. To date this is the network of NGOs with the largest number of members- in this moment network has around 460 member-organizations from 102 municipalities in Serbia .
The Executive body of the Network is FeNS Council, consisted of 17 representatives of the organizations chosen by region. The Council is consisted of 3 co- presidents, who are representing FeNS in public.
At last FeNS Assembly, four objectives were clearly defined for the following period

Designing the new Law on NGOs |

Legal regulation of financing and financial management of NGOs |
 |
Creating institutional channels for communication with the Government |
 |
Starting design of the national Strategy for Sustainable Development of the Civil Society. |
Four declarations were also adopted: Programme Declaration, Declaration on Poverty Reduction and Role of NGOs in the Process, Declaration on Youth Participation, and Declaration on European Integrations. (documents)
